Ms. Lisa Kiefel is the interim Director of the Regional Business Directorate for the Mississippi Valley Division (MVD) and the Mississippi River Commission (MRC), U.S. Army Corps of Engineers (USACE). The Senior Executive Service (SES) is the civilian equivalent to the military rank of General Officer. SES leaders possess well-honed executive skills and share a broad perspective of government and a public service commitment which is grounded in the Constitution. Members of the SES serve in key positions just below the top Presidential appointees and are the major link between these appointees and the rest of the federal work force.
In her current position, Ms. Kiefel serves as the principal advisor to the commander of MVD and president of the MRC. She provides executive strategic leadership and technical expertise concerning the development and execution of the approximately $1.3 billion annual budget (including civil works integration, operations, planning, and real estate) for the Division and its six districts located in St Paul, MN; Rock Island, IL; St Louis, MO; Memphis, TN; Vicksburg, MS; and New Orleans, LA. This financial responsibility encompasses the engineering, design, construction and project management for flood control, navigation, water supply, hydropower and environmental restoration programs. She also oversees the direction of the Region’s leading strategic initiatives, while monitoring and coordinating implementation. Ms. Kiefel directs the MVD Business Resource, Business Management, Business Technical, Watershed, and Contracting Divisions with a total workforce of 3,500.
Previously, Ms. Kiefel was the National Flood and Coastal Storm Risk Management (FRM-CSRM) Business Line Manager (BLM) at Headquarters USACE. As the FRM-CSRM BLM, she was responsible for the development, defense, and management of over $30 billion of annual and supplemental FRM-CSRM appropriations and established the FRM-CSRM Community of Practice. Ms. Kiefel also held positions with USACE in Northwestern Division and Portland District.
