Major General R. Mark Toy

Maj. Gen. R. Mark Toy assumed command of the Mississippi Valley Division (MVD), U.S. Army Corps of Engineers (USACE), July 23, 2019. Toy serves as the senior military officer in the division, headquartered in Vicksburg, Mississippi, responsible for water resources engineering solutions in a 370,000-square-mile area, extending from Canada to the Gulf of Mexico and encompassing portions of 12 states. The mission of the division is to serve the Mississippi Valley region by providing vital public engineering services and stewardship of water resource infrastructure, partnering in peace and war, to strengthen our nation’s security, energize the economy and reduce risks from disasters. The division’s work is carried out by district offices located in St. Paul, Minnesota; Rock Island, Illinois; St. Louis, Missouri; Memphis, Tennessee; Vicksburg, Mississippi; and New Orleans, Louisiana.

Prior to coming to MVD, Toy served as commander of the Great Lakes and Ohio River Division (LRD), USACE. While assigned to LRD, Toy deployed to Kabul, Afghanistan, in support of Operation Resolute Support. He served as the director for the Enhanced Security Zone (ESZ) leading a task force composed of personnel from USACE and the Joint Improvised Explosive Device Defeat Organization (JIDO). Task Force ESZ’s mission was to improve the protective posture of Kabul’s “Green Zone” resulting in improved security for the international community and the Government of the Islamic Republic of Afghanistan.

Previous assignments include: commander, South Pacific Division, USACE, San Francisco, California, June 2014 to Aug. 2016; chief of staff, Headquarters USACE, Washington, D.C., Aug. 2013 to June 2014; commander and district engineer, Los Angeles District, USACE, July 2010 to July 2013; and commander, 84th Engineer Battalion “Never Daunted”, Schofield Barracks, Hawaii, July 2005 to June 2007.

Other key staff assignments include: chief, Engineer Branch, Officer Personnel Management Directorate, Human Resources Command, Alexandria, Virginia; aide-de-camp to Lt. Gen. Robert B. Flowers, the 50th Chief of Engineers and Commanding General, USACE, Washington D.C.; and assistant professor of Environmental Engineering, Department of Geography and Environmental Engineering, United States Military Academy, West Point, New York.

Toy’s awards and decorations include the Army Distinguished Service Medal (2 Awards), Legion of Merit (2 Awards), Bronze Star, Meritorious Service Medal (6 Awards), Army Commendation Medal (2 Awards), Army Achievement Medal (2 Awards), Meritorious Unit Citation, Army Superior Unit Award, Combat Action Badge, and Parachutist Badge.

Toy is from Huntington Beach, California. He graduated from the United States Military Academy at West Point in 1987 with a Bachelor of Science in operations research. He holds a Master of Business Administration from Boston University (1991), a Master of Science in environmental engineering from the University of California at Los Angeles (1996), and a Master of Science in national resource strategy from the Industrial College of the Armed Forces (2010). He is a registered professional engineer in the states of Arizona and Virginia.
