Mr. Donny Davidson Jr. serves as the acting director of the Regional Business Directorate for the U.S. Army Corps of Engineers (USACE), Mississippi Valley Division (MVD), and the Mississippi River Commission (MRC). In this role, he provides strategic leadership, financial management, and operational oversight for engineering and construction programs executed by a workforce of more than 4,700 professionals. He directs delivery of the division’s approximately $1.5 billion annual program across six districts spanning 12 states from Canada to the Gulf of America, supporting critical missions including flood risk management, navigation, water supply, hydropower, and environmental restoration.
Prior to this assignment, Davidson was detailed to the Northwestern Division, where he served as acting director of programs and acting director of engineering and construction. In that capacity, he led enterprise-wide program execution for civil works, military, and interagency programs totaling approximately $3.5 billion annually. He provided strategic leadership and technical oversight across five districts with a workforce of nearly 5,800 employees, covering roughly one-fourth of the continental United States and encompassing the Columbia and Missouri river systems, as well as Army, Air Force, and Space Force installations throughout the region.
Davidson has deployed twice in support of U.S. military operations overseas. Most recently, he served in Kuwait and Iraq as deputy district engineer for programs and project management with Task Force Essayons, where he led activation, staffing, and business development efforts, and oversaw planning, design, and construction in support of Operation Inherent Resolve.
From 2010 to 2012, he deployed to Afghanistan with the Transatlantic South District in support of Operation Enduring Freedom. During this assignment, he served as area engineer and administrative contracting officer for the Herat and Helmand area offices, managing approximately $1.5 billion in construction contracts across a 101,000-square-mile area of responsibility.
Davidson’s USACE career spans more than 29 years and includes key leadership roles across multiple districts. He previously served as deputy district engineer for programs and project management in the Memphis District, as well as chief of the Engineering and Construction Division, Construction Branch chief, and area engineer. His earlier assignments include the Far East District in Seoul, South Korea, where he supported execution of a $12 billion construction program, including the Yongsan Relocation and Camp Humphreys projects; the Nashville District, where he worked as a senior project engineer on major dam safety initiatives at Wolf Creek and Center Hill dams; and the New Orleans District, where he served as a construction team leader for Task Force Guardian following Hurricane Katrina.
He holds a Bachelor of Science in civil engineering from the University of Memphis. He is a licensed professional engineer in Tennessee and holds a Level III Facilities Engineering Certification and a Level II Contracting Certification.
